1. File a copy of your bankruptcy discharge order with the Illinois Secretary of State. This can be done in person at a Secretary of State office or by mail. You can also file it electronically through the Illinois Secretary of State's website using their e-File service.
2. If there is a lien on the vehicle through the lender (not released in the bankruptcy), you must pay off the lender in full.
3. Return the vehicle title to the Illinois Secretary of State along with the original title showing the prior lien. Then, you will be issued a new vehicle title. If the vehicle title was lost, you will need to complete an Application for Duplicate Certificate of Title. There is a $25 title replacement fee.
4. Pay any outstanding taxes and fees on the vehicle. You can do this in person at a Secretary of State office, online through the Illinois Secretary of State's e-File service, or by mail.
5. Present your proof of insurance and submit the appropriate forms. This includes a VIN verification form, Vehicle Application for Certificate of Title (VSD 190), Application for Title Only Without Registration (Form VSD 27), and Application For State Lien Or Removal (Form VSD 282).
Once you have completed all of the above steps, you will be issued a new vehicle title with your name as the owner.
