How do you put a car in neutral when its off?

You can't put a car in neutral when it's completely off. The steering wheel lock and/or the transmission's internal mechanisms prevent this. You need to have the ignition in at least the "accessory" position (or sometimes even the "on" position, depending on the car) to be able to shift the gear selector.
