The air filter in a 1995 Volvo 940 is located in a plastic housing under the hood, on the passenger side (right side in most markets), near the windshield. It's usually fairly easy to spot; the air intake tube will lead directly to it. You'll likely see a few clips holding the air filter housing in place.
