No, a bad fuel relay will usually prevent the engine from starting *after* it cranks. The fuel relay controls the power to the fuel pump. If the pump doesn't get power, the engine won't get fuel, and therefore won't run. However, the starter motor itself will still be able to crank the engine. The truck will crank, but won't start.
