Is the radiator fan electric and is it to run all time on 2005 cobalt?

On a 2005 Chevrolet Cobalt, the radiator fan is electric, but it does not run all the time. It's controlled by the vehicle's computer and only activates when the engine coolant temperature reaches a certain point, or when the air conditioning is running (to help cool the condenser).
