Where is the harmonic balancer on a 2000 Chevy Silverado?

On a 2000 Chevy Silverado, the harmonic balancer (also called a crankshaft damper) is located at the front of the engine, on the crankshaft. It's the large pulley at the very front, typically just behind the serpentine belt. You'll see it clearly once you open the hood and look at the front of the engine.
