If your 1500 square foot apartment has a total of 100A is that sufficient to allow for new double electric wall ovens?

The total number of amps does not give any useful information. The critical piece is what other uses are going to placed on the same circuit breaker. Wall ovens can each use up to 50 amps with some having a maximum combined draw of 70 amps. If those ovens are the sole items connected to that breaker then most likely it can handle the load. If there is anything else on that same circuit (especially the cooktop), then it is highly unlikely that adding the ovens would be possible even if the total building's load allows for the additional draw.
