The horn relay on a 1999 Honda Civic is located in the under-dash fuse/relay box. The fuse box is located beneath the dashboard, on the driver's side of the vehicle. The horn relay is a small, black relay with the part number "38200-SB0-013" printed on it. It is located in the second row of relays from the top, towards the left side of the fuse box.
