A long block or long engine is an engine block with the cylinder heads attached (short blocks also include crankshafts). It may or may not include some external mechanical features like the crankshaft assembly, intake and exhaust manifolds and oil and water pumps depending on how much disassembly has taken place.
An oil filter has nothing to do with an engine being a short or long block.
