1. Open the tailgate.
2. Locate the two screws that hold the panel to the inner tailgate. They are located on the bottom of the panel, one on each side.
3. Remove the screws.
4. Carefully pry the panel up from the bottom, starting at one corner. Work your way around the panel, prying it up until it is completely removed.
If the panel is stuck, you can use a putty knife or other thin, flat tool to pry it up. Be careful not to damage the paint or the panel itself.
Once the panel is removed, you will have access to the inside of the tailgate. You can then perform any repairs or modifications that you need to.
To reinstall the panel, simply reverse the steps above. Start by placing the panel on the bottom of the tailgate and then press it down until the holes line up with the screws. Insert the screws and tighten them until they are snug.
