Honda XL-70 1973 wont kick or jump start not seized though kicks occasionally but consistent?

Here are a few things you can check:

Spark Plug: inspect if it is wet with fuel. If it is wet, clean the spark plug with a wire brush and dry it. Inspect the spark plug for any damage or wear. Replace if necessary. Make sure the spark plug wire is properly connected to the spark plug and the ignition coil.

Fuel Delivery: Check if there is fuel in the fuel tank. If the tank is empty, refill it with fresh fuel. Ensure that the fuel valve is open and that there is fuel flowing freely from the tank to the carburetor. Try draining and replacing with fresh fuel.

Carburetor: Remove and inspect the carburetor for dirt or obstruction. Clean the carburetor according to the owner's manual. Make sure the choke and throttle cables are properly connected and adjusted.

Battery & Charging System: Check the battery voltage. If the battery voltage is low or flat, charge the battery. Check the charging system by running the engine at a moderate RPM and measuring the voltage at the battery terminals. It should be around 13.5 to 14.5 volts. If the voltage is low, the charging system may need to be diagnosed and repaired.

Ignition System: Inspect ignition coil, spark plug wire, and connections for any damage or corrosion. Check for any loose connections. Ensure the ignition timing is correctly set.

Compression: Perform a compression test to check if the engine has adequate compression.

If the engine still doesn't start after addressing these points, it may be a more complex issue that requires further inspection or professional assistance.
