The engine block heater on a 2000 Chevrolet Monte Carlo SS is located
on the driver's side of the engine block, near the cylinder head. However, it's
not always present. Many Monte Carlos SS didn't come equipped with them from the factory, particularly in warmer climates. The presence of one depends entirely on the options selected when the car was ordered new.
To be sure, you'll need to visually inspect the engine block in that area. Look for a heavy-duty cord leading from a threaded fitting on the engine block. If you don't see a cord or fitting, your car likely didn't come with a factory-installed block heater.
