The 1999 Ford Grand Marquis does
not have a readily accessible fuel pump shutoff switch like some other vehicles. There's no easily located button or switch you can flip. The fuel pump is controlled electronically by the PCM (Powertrain Control Module) and will shut off automatically in many crash scenarios or if the ignition is turned off. There is no provision for manually cutting off the fuel pump in the event of a fire.
If you need to shut off the fuel supply in an emergency, you should focus on disconnecting the battery's negative terminal. This will cut power to the fuel pump.
