More importantly, there is no timing belt on a 2001 Dodge 5.9L Cummins 24-valve engine. It uses a timing chain. Timing chains don't have a "setting" in the same way a belt does; they're not adjusted. They're designed for the life of the engine (though they can wear out and eventually need replacement).
If you're having engine problems, don't try to adjust the timing chain yourself. This is a complex job requiring specialized tools and knowledge. Consult a qualified mechanic.
