Where is the intake manifold runner control valve on a 1998 2.5 Ford Contour SE?

On a 1998 Ford Contour SE with the 2.5L engine, the intake manifold runner control valve (IMRC valve, also sometimes called an IMRC actuator or just the runner control valve) is located on the intake manifold itself. It's not easily visible without removing some components. You'll likely need to remove the air intake system (air filter housing and associated piping) to get a good view.

It's generally situated on top of or near the intake manifold, toward the rear of the engine. It will be a small, usually electrically operated, valve or actuator with wiring connected to it. A vacuum line may also be connected depending on the specific design of the system.
