My 1991 wrangler has power at the starter but when you turn key nothing happens?

Here are a few things you can check:

1. Check the battery: a weak or dead battery can prevent the starter from engaging. Make sure the battery is fully charged and the connections are clean and tight.

2. Check the ignition switch: the ignition switch may be faulty or worn out, preventing it from sending power to the starter. Try jiggling the key in the ignition or using a spare key to see if it makes a difference.

3. Check the starter: the starter itself may be faulty or have a bad connection. Try tapping the starter with a hammer or metal object while someone else tries to start the engine. If the engine starts, the starter may need to be replaced or repaired.

4. Check the wiring: there may be a loose or broken wire in the starter circuit. Check the wiring harness and connections to make sure everything is secure and in good condition.

If you have checked all of these things and the starter is still not engaging, you may need to take your Wrangler to a qualified mechanic for further diagnosis and repair.
