1. Remove the spark plugs to relieve any compression in the cylinders.
2. Pour some penetrating oil, such as WD-40, into the cylinders and let it sit for several hours or overnight to help loosen the frozen piston rings.
3. Gently tap the top of the piston with a rubber mallet or wooden hammer to help break the ice. Be careful not to hit the cylinder head or other delicate parts of the engine.
4. Try turning the engine over by hand or with the starter. If the engine still does not turn, you may need to repeat steps 2 and 3.
5. Once the engine is freed up, replace the spark plugs and start the engine. Let it run for a few minutes to warm up and distribute the oil throughout the engine.
If these steps do not work, you may need to take the engine apart to free the frozen cylinder. This is a more involved process and may require special tools and expertise.
