On the 1996 Honda Accord, the speedometer cable is located behind the instrument cluster. Please follow the steps below to access it:
1. Remove the negative terminal from your car battery.
2. Remove the two screws that secure the steering column cover in place and set aside.
3. Remove the four bolts that hold the steering column bracket to the firewall and lift it up and out of the way.
4. Remove the two phillips screws that hold the instrument panel in place and carefully maneuver it over to the passenger seat.
5. Locate the speedometer cable attached to the back of the instrument cluster in the upper, left corner and detach it.
6. Once the speedometer cable is disconnected from the gauge, you can route the new one through the engine bay and reconnect the cable to the transmission.
7. Follow these steps in reverse order to reassemble your car.
