My 1994 ford explorer is running sluggish while driving and the transmission wont change gears unless you take car up to 2000 3000 rpm before it changes can somebody till me what problem is?

* Vacuum leak: A vacuum leak can cause various drivability issues including shifting problems in vehicles equipped with vacuum -modulated transmissions

* Faulty throttle position sensor (TPS): The TPS provides information to the engine control unit (ECU) about the position of the throttle . If the TPS is faulty the TCM may not receive the correct information resulting in improper gearshift timing.
