The fuse box in a VW Passat can be found in a few different locations depending on the year and model of the vehicle.
2006 and newer models: The main fuse box is located under the hood, on the driver's side near the battery.
2000-2005 models: The main fuse box is located under the hood, near the brake fluid reservoir.
1998-1999 models: The main fuse box is located in the trunk, on the left side.
