1. Inspection:
- Get the vehicle inspected by the California Highway Patrol (CHP) to obtain the Vehicle Verification Form.
- If that fails, go to a VIN inspection station for examination and VIN Verification.
2. Title/Ownership:
- If you have any evidence of the car’s ownership (pink slip, receipt), bring it with you.
- If you lack proof, you can apply for a Surety Bond through a surety company.
3. Bill of Sale:
- If you have bought the car, carry a bill of sale showing vehicle details and purchase price.
4. Smog Check:
- Most cars (except some older vehicles) need a smog certificate. Get this done at a DMV-authorized station.
5. Completed Forms:
- Complete Forms REG 31A (Application of Vehicle Registration), REG 227 (Application for Title or Registration) (include all owners in the form).
- Complete Form CVR 100 (Certificate of Non-Compliance) if smog-related equipment on the car cannot be verified via DMV databases.
6. Payment:
- Pay the appropriate fees for registration and title. Check the DMV’s website for current rates.
7. Appointment or Office Visit:
- Make an appointment at a DMV office, or visit a DMV Registration Services office.
- Bring the completed forms, required documents, payment, and the inspection/verification results.
8. VIN Etching or VIN Inspection:
- If requested by the DMV (if the VIN isn’t readable or missing), get your car’s VIN etched or re-verified to create new records.
9. Receive Registration and Title:
- If all requirements are met and the DMV can complete the registration/titling process, you’ll receive your new vehicle registration card, license plates, and a new title.
