Are cv joints turning on a 4 wheel drive but in 2 drive?

No, the CV joints will not be turning on a 4-wheel drive vehicle when it's in 2-wheel drive (2WD). In 2WD mode, only the axles connected to the rear wheels (in most RWD-based 4x4s) or front wheels (in FWD-based 4x4s) are receiving power. The front or rear axles (depending on the vehicle's design) will be disconnected from the drivetrain. Therefore, the CV joints on the disconnected axle will not be turning.
