Instead of trying to force it, you should:
1. Call a qualified mechanic or roadside assistance: This is the safest and most sensible option. They have the tools and expertise to diagnose and fix the problem correctly.
2. Check for obvious obstructions: Before calling for help, make absolutely sure nothing is physically blocking the release of the handbrake. A stray object, for example, could be preventing it from releasing.
3. Try gently rocking the car back and forth: Sometimes a slight movement can help free a slightly stuck mechanism. Do this *very gently*.
4. Inspect the handbrake cable: If you are mechanically inclined and comfortable inspecting the undercarriage of your car (safely!), *carefully* inspect the handbrake cable for any visible kinks, breaks, or rust. However, this inspection shouldn't lead to you attempting to manually force anything.
Do not attempt to access any internal components of the handbrake mechanism yourself unless you are a highly experienced mechanic. You could easily damage the system beyond repair. A tow truck is far cheaper than a potentially very expensive repair job.
