On my 2003 Chevy suburban the wiper blades stop when you turn off switch?

That's the normal behavior for a 2003 Chevy Suburban's wipers. They're designed to stop immediately when you turn the wiper switch off. There's no "park" position that returns them to a resting position; they simply stop where they are.
