You can't reliably or safely start a 1996 Crown Victoria with just a flathead screwdriver. The ignition system is far too complex. While you *might* be able to bypass some security features with enough knowledge of the car's wiring and a lot of luck, doing so is extremely dangerous and illegal. You risk damaging the car's electrical system, causing a fire, and potentially injuring yourself.
If your Crown Vic has a dead battery, you need to either jump start it with another car or replace the battery. If you have other ignition problems, you should consult a qualified mechanic. Attempting to hotwire a car is illegal and incredibly risky.
