You must obtain a driver's license before purchasing a vehicle from a dealer. You can, however, purchase a car from an individual seller while holding a learner's permit. In this case, you will need to obtain an insurance learner’s permit or learner's permit waiver from the Department of Motor Vehicles (DMV) in order to drive the car.
