You can't find a 1969 Dodge Charger, or anything visually very close to it, as a readily-spawnable vehicle in Grand Theft Auto IV's standard game files. GTA IV's car models are based on different real-world cars and don't include a model resembling the '69 Charger. Mods might add one, but it won't be part of the standard game.
