On a 1997 Ford 7.3L Power Stroke diesel, the glow plugs are located on the top of the engine, one for each cylinder. They're arranged in a V-shape, following the cylinder head layout. To access them, you'll need to remove the valve covers. They are individually accessible once the valve covers are off.
