There is no gas tank drain plug on a 2003 Dodge Ram (or any modern vehicle, for that matter). Gas tanks are sealed units. If you need to remove fuel, you would do so by siphoning (carefully and legally!) or using a fuel pump. Never attempt to drill or otherwise puncture the gas tank.
