The thermostat on a 1999 Chevy Astro is located on the engine, at the lower end of the engine block, behind the water pump. You'll need to access it from underneath the vehicle. It's not readily visible without removing some components. Be prepared to get your hands dirty and possibly need some tools to remove components that are in the way.
