The main fuse box for a 1998 Toyota Camry is located
under the hood, on the driver's side (left-hand side in the US). It's usually a fairly large black box. It's sometimes referred to as the Power Distribution Center (PDC).
There may also be a smaller fuse box inside the car, usually located in the dashboard near the driver's side, but the main fuse box is the larger one under the hood.
