I am hearing a sound just like have my blinker on but the lights are not blinking. Other then that everything is working normally. 1999 Lincoln Town Car. Could this be LCM?

That clicking sound you're hearing, mimicking a turn signal but without the lights flashing, is a very strong indication that the LCM (Lamp Control Module) is failing in your 1999 Lincoln Town Car. The LCM controls the turn signals, hazard lights, and other lighting functions. A failing LCM often produces that characteristic clicking sound as the relay inside tries to engage but can't complete the circuit properly.

While other things *could* theoretically cause this (a faulty relay in a different location, a wiring problem), the LCM is the most likely culprit given your description. It's a common failure point in these vehicles.

Before concluding it's the LCM, consider these less likely possibilities, though:

* Loose connection: Check all fuses related to the turn signals and hazard lights. Also, inspect the wiring harness near the LCM itself, looking for any loose connections or damaged wires. A visual inspection often helps identify broken wires or connections.

* Stuck relay: Though less likely if you hear a distinct clicking, sometimes a relay can get stuck in a partially engaged state. You could try tapping on the relays (if you can easily access them) to see if that momentarily fixes it. However, this is usually a temporary fix.

However, the clicking sound strongly suggests the LCM. Replacing the LCM is often the solution. You can find replacement LCMs online or at auto parts stores. Remember to disconnect the battery negative terminal before working on any electrical components in your car. Replacing the LCM can be a bit involved, requiring some knowledge of automotive electrical systems or the help of a mechanic.
