The fuel pump relay location on a 1991 Eagle Talon (and its Mitsubishi Eclipse/Plymouth Laser twins) is
in the Power Distribution Center (PDC) under the hood. However, there isn't a single universally labeled "fuel pump relay." You'll need to consult your owner's manual or a wiring diagram to identify the correct relay. The relay may be labeled differently or might only be identifiable by tracing the wiring.
The PDC is usually a large black box near the battery. It will have a number of relays and fuses inside. Again, you absolutely need a wiring diagram or your owner's manual to locate the correct one. A Haynes or Chilton repair manual for your specific year and model would also be very helpful.
