What is the piece that toward bottom of engine and seems as though it needs to be plugged up?

That sounds like the oil drain plug. It's located on the bottom of the oil pan, which is the lowest part of the engine's lubrication system. It's designed to be removed to drain the engine oil for changes. When it's not being used for draining, it needs to be tightly plugged to prevent oil leaks.
