Will a 5.3 bolt up to 400 turbo?

No, a 5.3L engine (LS series) will not directly bolt to a 400 Turbo transmission. They have completely different bolt patterns and bellhousing configurations. You'd need an adapter plate to mate the two, and even then it's a complex and often-unsuccessful undertaking due to significant differences in crankshaft and transmission input shaft dimensions.
