Cant find a fuse box in 64 mustang?

There is no central fuse box in a 1964 Mustang. This is because fuses were not commonly used in automotive electrical systems until the late 1960s. Instead, circuit protection was provided by circuit breakers, which are located behind the instrument cluster. To access the circuit breakers, remove the two screws that hold the instrument cluster in place and pull it forward. The circuit breakers are located on the back of the cluster, near the top.
