Tap the Valve:
Gently tap the stuck valve with a small hammer. Be careful not to hit it too hard, as you could damage the valve or the engine.
Repeat Steps 2 and 3:
Repeat the process of applying penetrating oil and tapping the valve a few times until the valve starts to loosen up and move.
Use the Screwdriver:

Keep repeating steps 2-4 until the valve moves freely.

Reassemble:
