What is wrong with the speedometer if it doesnt always stay where fuel capacity is?

Speedometer and fuel capacity gauge are two seperate instruments that measure different parameters. The speedometer measures the speed of the vehicle while the fuel capacity gauge measures the amount of fuel in the tank. So, it doesn't make sense to say that the speedometer doesn't always stay where the fuel capacity is.
