No. A plugged PCV (positive crankcase ventilation) could never cause an engine to blow oil. There just isn't enough pressure build up in the PCV system due to restriction. On the other hand, a plugged PCV (positive crankcase ventilation) could cause an engine to overheat due to poor ventilation of the crankcase.
