Why my 92 caprice have a posi on the rear end but only 1 wheel is spinning?

A 92 Caprice has a solid axle rear end. That means that both rear wheels are attached to the same axle. Therefore, if one wheel is spinning, the other wheel must be spinning as well. If that is not happening, then there is something wrong with the differential.
