According to the Pennsylvania Department of Transportation (PennDOT), you can register a motorcycle in the state without a title if you have proof of ownership. Proof of ownership can include:
* A bill of sale from a licensed motorcycle dealer
* A manufacturer's certificate of origin (MCO)
* A previous registration card
If you do not have any proof of ownership, you may be able to obtain a duplicate title from the Pennsylvania Department of Motor Vehicles (DMV).
Insuring a motorcycle without a title
In order to get motorcycle insurance, you need to register the bike with the state first, as most motorcycle insurance companies require you to have the motorcycle registered in your name before they will insure it.
