Where do you find the on-board diagnostics for a 2003 Honda accord?

The 2003 Honda Accord doesn't have a readily accessible, user-friendly OBD system like some modern cars with displays. It uses the standard OBD-II system, but you need a scan tool to access the diagnostic trouble codes (DTCs).
