How do you lock the adjustable tilt steering wheel into position on a 1989 Toyota Camry?

The 1989 Toyota Camry doesn't have a locking mechanism for the tilt steering wheel adjustment. The tilt is purely friction-based. It's held in place by the tightness of the mechanism itself. If it's slipping, the mechanism might be worn or damaged. There's no lever, button, or other device to lock it.
