What conditions allow for a system to be opened and repaired without recovering the refrigerant required vacuum level?

According to Section 608 in the Federal Clean Air Act, you are required to recover the refrigerant when servicing most air conditioners.

The only exceptions are:

* If you evacuate the refrigerant properly in preparation for a repair.

* It is acceptable to open the HVAC/R appliance to the atmosphere while adding refrigerant.

* If the repair calls for the appliance to be purged at atmospheric pressure.
