* Entitlement. Some people may feel entitled to sit in the priority seat, even if they do not need it. They may believe that they are more important than others or that they deserve special treatment.
* Laziness. Some people may simply be too lazy to get up and give their seat to someone who needs it. They may prefer to sit in the most comfortable seat, regardless of whether or not they are entitled to it.
* Lack of empathy. Some people may simply lack empathy for others. They may not be able to understand or appreciate the needs of others, and they may not care that they are inconveniencing someone by sitting in the priority seat.
