The expansion valve (also called a metering device or TX valve) on a 1999 Dodge Caravan's air conditioning system is located within the evaporator assembly, inside the dashboard. You won't be able to see it without significant disassembly of the dash. It's not something you can readily access for inspection or repair without specialized AC tools and knowledge.
