No, the car should not be running to flush the radiator. You need to run the engine to circulate the flushing solution, but only after the solution has been added to the radiator. The engine should be running *slowly* (idle speed only) and for a limited time (check the flushing solution instructions), then shut off before draining. Running the engine at high speed or for too long while flushing can damage the water pump.
