Where is the fuel pressure regulator on your 1999 gmc safari?

On a 1999 GMC Safari, the fuel pressure regulator is integrated into the fuel rail. It's not a separate, easily identifiable component like on some older vehicles. You'll find the fuel rail on the top of the engine, near the intake manifold. The regulator is part of that assembly and isn't typically serviced separately.
