1. A button or switch labeled "A/C" or a similar designation (like a snowflake symbol). This is the main AC compressor switch. Press it to turn the AC on. The compressor will engage and the AC will start cooling the air.
2. The fan speed control. This will be a dial or buttons that adjust the fan's blower motor speed. You need to turn this up to some level to feel the cooled air. The AC compressor will not work effectively if the blower is off.
3. Temperature controls. These are usually sliders or dials to control the temperature of the air coming from the vents. Adjust to your preferred setting.
Essentially, you need to press the A/C button and then adjust the fan speed to a higher setting. The temperature control is independent and lets you adjust to your comfort level.
If you can't locate these controls, try looking at the center console area, typically near the radio. The owner's manual, if you can find one even from a different 1995 Neon, would be helpful in case the layout is slightly different from car to car due to trim levels. A picture of your car's dash would also help others identify where these controls are.
