No. A 1996 Ford F-150 with manual locking hubs only engages the front drive axles. You still need to select 4WD (either 4H or 4L) using the transfer case lever inside the cab *before* the front wheels will receive power.
Locking the hubs only allows the front axles to rotate; it doesn't engage the transfer case. Both steps are necessary for four-wheel drive.
